Sandbags

Sandbags create a barrier by stacking mass. To hold back water you need a wide, well-keyed wall — the rule of thumb is a base roughly three times the wall height, built in a staggered, overlapping bond. Every bag is filled, carried and placed by hand or with a small crew, and the wall leaks through the gaps between bags, so most serious sandbag walls need a poly liner on the wet face to actually seal.
