Replacing a culvert means working inside a live watercourse — and you can't excavate the old structure, prepare the bed or pour concrete with water running through the trench. Why culvert replacements need a temporary cofferdam
A culvert carries a creek, drain or stormwater channel under a road, rail line or access track. When it fails — corroded steel, cracked concrete, undersized capacity, scour damage — the replacement has to happen in situ, in the flow path. To do the work you need to:
- Divert or stop the incoming flow upstream of the trench
- Keep the excavation and bedding zone dry enough to compact and lay pipe or box culvert
- Manage any residual seepage so concrete cures properly
- Return the watercourse to its natural line once the new structure is in
A temporary cofferdam is what creates that dry work area. The question is which type — and for most creek, drain and channel crossings, a water-inflated barrier beats the traditional options on speed, cost and environmental footprint.
The problem with traditional cofferdams
Sandbags are slow to build, slow to remove, and generate spoil and disturbance. Sheet piling requires plant to drive and extract, penetrates the bed, and is expensive to mobilise for a short-duration culvert job. Earth bunds disturb the bed and banks and have to be excavated back out. All three add days to a program where the diversion is meant to be the enabling step, not the main event.
How the Aqua-Barrier™ cofferdam works
The Aqua-Barrier is a heavy-duty PVC tube that you position across the channel and fill with water. Once filled, its own weight and geometry hold it in place against the upstream head. Because it fills from any available water source — including saltwater — you can pump straight from the watercourse you're diverting.
Key characteristics that matter on a culvert site:
- Sits standalone on the bed — no piling, no bed penetration, no anchorage into the streambed. This is critical on sensitive foreshores and lined channels where you can't puncture the bed.

Getting the sizing right
Aqua-Barrier works within a defined performance envelope, and getting the sizing right up front is what keeps the trench dry. Apex Envirocare stocks and recommends two standard heights:
- 1.8 m barrier
- 2.4 m barrier
The governing rule is 25% freeboard — the water depth should sit no higher than about 75% of the barrier height. At that limit, a 2.4 m barrier holds back up to ~1.8 m of water. Custom heights are available for deeper situations, but the two standard sizes cover the large majority of culvert crossings on creeks, drains and channels.
For most culvert jobs you'll run a two-barrier setup: one across the channel upstream to stop flow entering the trench, and one downstream to stop backwater from re-entering. Depending on the site you either pump the isolated reach dry over the top of the barrier, or route the creek flow around the work zone via a diversion pipe or bypass channel and pump it back in below the downstream barrier.
Where a water-inflated cofferdam is the right call — and where it isn't

Not the right tool when:
- Water is too deep — a minimum 25% freeboard is required. The tallest standard unit manages up to ~1.8 m of water and sediment combined; deeper needs a taller/custom barrier or engineering.
- Flow is fast — at or above ~0.9 m/s (3 ft/s) current, the setup needs extra freeboard and engineering sign-off.
- Ground is slick, weak, unstable, steeply sloped, very uneven, or subject to wave/dynamic loads — these need a site assessment and possibly external support.
- Permanent retention — the Aqua-Barrier is a temporary diversion, not a substitute for an engineered permanent dam.
